Frances

Permanency Specialist

Frances serves as Voices For Children’s Permanency Specialist, where she focuses on identifying children ages 5 and under who are lingering in foster care. In this role, she works closely with child welfare agencies to address barriers and accelerate the path to permanency, ensuring every child has the opportunity for a stable, loving home as quickly as possible.

Frances is a dedicated child welfare professional with over a decade of experience advocating for children in the dependency system. She holds dual bachelor’s degrees in psychology and Women’s Studies from Florida International University, which laid the foundation for her passion for social justice and child advocacy. Frances has built her career around ensuring that every child has the opportunity to grow up in a safe, nurturing, and permanent home.

Throughout her roles at the Guardian ad Litem Office and Florida Foster Care Review, Frances has been instrumental in supporting permanency planning, facilitating multi-agency collaboration, and navigating complex court processes. She brings a strong understanding of systemic challenges and works tirelessly to remove barriers that delay stability for children in foster care. Highly skilled in case management, Frances excels at building relationships that center the child’s voice and best interests in all decision-making.

When she's not working, Frances finds joy in reading and dreaming up the details of her next trip (even if she doesn’t take it). Her calm presence, empathetic nature, and unwavering commitment make her a powerful advocate for children and families across South Florida.
